[Debian-med-packaging] cycle is marked for autoremoval from testing

The autoremoval of cycle will be resolved when the wxpython4.0
version fixing bug #1074751 will migrate to testing.  You can
follow the migration status of wxpython4.0[1] if you like.  As
far as I can tell, it seems to have caused some regressions in
its reverse dependency cctbx, and it also needs to migrate with
the package sip6, which has also some issues.  Upload timing for
wxpython4.0 suggests people are actively working on the issues,
so hopefully things will be back in order well before the
current removal date of 2024-08-15 next month.

Worse case scenario, it is possible to ping the removal bug to
reset the timer.
