(for pytools - it's still RC for snakemake)

This was probably introduced when pytools.persistent_dict started using 
sqlite (2024.1.4) and fixed in 2024.1.7:

This suggests that upgrading pytools will fix this.  (Caution - I have 
not actually tried this.)
