[Debian-med-packaging] Bug#1087456: samtools: autopkgtest regression with htslib 1.21

Hmn, samtools 1.20 gets test failures with htslib 1.21 from
experimental, but samtools 1.21 source fails to build with
htslib 1.20 from unstable due to missing symbols introduced in
htslib 1.21:

	bam_cat.c:249:17: error: implicit declaration of function ‘cram_index_extents’ [-Wimplicit-function-declaration]
	  249 |             if (cram_index_extents(in->fp.cram, iter->tid, iter->beg,
	      |                 ^~~~~~~~~~~~~~~~~~

This means both samtools and htslib 1.21 will need to migrate in
a lockstep.
