[Debian-med-packaging] Bug#1084928: garli: Please move from openmpi to mpich for 32-bit systems

OpenMPI is moving to 64-bit only for 5+, so Debian  is moving to mpich-only for 32-bit systems.
Please move to using mpi-default-dev rather than openmpi.
