[Debian-med-packaging] Bug#1063191: libcifpp-data: Incorrect URL in update-libcifpp-data script

Hi Andreas,
Apparently there has been a misunderstanding. The bug was fixed and all
code was uploaded but nobody responded to upload the package to NEW.
Maybe it wasn't clear enough, my message for this.
Anyway, we're half a year further now and I merged in the latest
changes. Hopefully someone is willing to upload this time?
