[Debian-med-packaging] Bug#1086515: pbseqlib: Please drop BD on libbz2-dev

Note: I've updated the BD of libhts-dev like this:

libhts-dev (>= 1.20+ds-2~)

This is to avoid a build failure in the buildds.

The package does not exist yet, but it eventually will,
and then the autobuilders should build it as normal.

(I understand that this is slightly better than retrying
on a failed build).
