[Debian-med-packaging] Bug#1081273: meryl: Meryl should be packaged separately from new upstream location

There is a rewrite of meryl that is actively maintained at https://github.com/marbl/meryl

We should make a new package using that upstream and then drop meryl from the kmer package.

Bioconda switched to this new upstream in 2020 https://github.com/bioconda/bioconda-recipes/pull/23029
