This is also happening because of the setuptools downfall (from
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1103150).  I'm
adopting the same approach as with importlab and stdeb: rewrite the
shebang by hand during installation.

Eventually it would be great if we could figure out what exactly needs
to change in setuptools to fix the underlying problem, but the current
solution will do for now.
