The root cause is:

$ dpkg -L libbigwig0t64
/.
/usr
/usr/share
/usr/share/doc
/usr/share/doc/libbigwig0t64
/usr/share/doc/libbigwig0t64/changelog.Debian.gz
/usr/share/doc/libbigwig0t64/copyright
$

libbigwig did an undo and redo of the t64 transition after trixie,
and somewhere the contents got lost.
