[Debian-med-packaging] Bug#1114717: python-pbcore: FTBFS with NumPy 2.3

Ok, the package builds ok, but the autopkgtests fail.
I'm going to trigger a pipeline in salsa for everybody to see.

So I think the conflict with NumPy 2.3 is real.
