[Debian-med-packaging] MUMmer 4 released

Hello,

The stable release 4 of MUMmer has finally arrived. Can I kindly ask for
this new version to be the one available on Debian Med rather than the
aging 3.23? This new version has many improvements, including: code
optimizations, increased parallelism, bindings to Python, Perl and Ruby,
removed limitation on input sequence size, etc.
