[Debian-med-packaging] Bug#1096017: orthanc: ftbfs with dcmtk 3.6.9

Dear Maintainer,

orthanc fails to build from source when built against dcmtk
3.6.9, currently in experimental.  A full log is available
here[1].  The relevant part of the build log looks to be:

The severity will be bumped to serious once dcmtk 3.6.9 migrates
to unstable.
