Ahh, I remember now.  The explanation is simple:

The new version does not build.  It should have been done in a separate
branch which we do quite rarely.

I'll care for the mess which will happen anyway.  Finally I've caused
the problem when injecting the new upstream version so I feel
responsible.  You might expect a team upload (I'm not maintainer
as well) at the end of the day.
