[Debian-med-packaging] Bug#1092364: Bug#1092364: cluster3: needs rebuild for Python 3.13 as default

Hi all,

now that it is trivial to make a container image containing cluster3
from previous releases, and as cluster3's merit is now historical, how
about we remove the package from the next releases?  As we see here,
non-free packages cost more to Debian than free ones...
