Hi,

bali-phy cannot find libcereal during cross builds. It tries via
pkg-config and cmake. While the cmake approach works for native builds,
meson does not know the right way to invoke cmake during cross builds.
Would it be possible to provide a pkg-config file to resolve this? It's
been added upstream already. Of course this request is meant for forky,
not trixie.
