OpenSlide 3.4.1 is almost ten years old, and OpenSlide 4.0.0 has been
out for almost a year and a half.  Please package the new release.

Notable changes relevant to packaging:

- Changed soname to libopenslide.so.1.  There are various breaking
changes but most applications should not be affected.
- Converted build system to Meson
- Added build-time self-test via `meson test`
- Added dependency on libdicom <https://github.com/ImagingDataCommons/libdicom>
- Added slidetool command-line tool and corresponding man page
- Converted old command-line tools to compatibility symlinks
