dipy 1.11 is trying to access a scipy algorithm which is apparently
not supported on s390x,
ValueError: scipy.sparse does not support dtype int64
Two tests fail, causing the build to fail.
The tests are test_dki_fits and test_dki_errors,

I'd say the simplest thing is to just skip these two tests on s390x.
The skips would probably needs to be added to both debian/rules and
debian/tests.
