[Debian-med-packaging] biosig 3.9.0 released

biosig 3.9.0 has been released and is available from:
https://biosig.sourceforge.net/download.html

This large jump in the version number (from 2.6.x to 3.9.0) is motivated 
by the fact that we had already biosig4matlab 3.8x released. It does not 
mean that this will cause any incompatibilities, actually ABI and API 
compatibility is maintained in libbiosig. Other changes important 
changes are:

+ CFS bug fix (issue #108 of stimfit)
   fixes https://github.com/neurodroid/stimfit/issues/108

+ improve mexSSAVE (fixes T0, EVENT.POS)

+ select_sweeps: a (matlab/octave) tool
     to select and merge sweeps from one or more files.

+ configure options added for control static vs dynamic builds
