Hi, Andreas.

Executive summary: I am aware of the freeze status, but used my
discretion to proceed with the upload anyway.

Per https://release.debian.org/trixie/freeze_policy.html, we're merely
in hard freeze; since ncbi-entrez-direct is a non-key package with
autopkgtests, it's effectively still under a soft freeze, albeit with a
20-day migration delay at this point.  The code changes relative to
what's already in testing should have little risk of disruption, nominal
major version bump notwithstanding -- upstream takes a non-semantic
approach to versioning in which changes from 23.8.x to 23.9.x and from
23.9.x to 24.0.x are both minor.  Moreover, the package has low
popularity and was a leaf last I checked.

If you still feel I've gone too far, I can roll the code changes back
(probably via a .really version rather than an epoch) and reconstruct
corresponding documentation.
