[Debian-med-packaging] Bug#1113797: ncbi-igblast FTCBFS: does not pass --host to configure

ncbi-igblast fails to cross build from source, because it attempts to 
build for the build architecture and configure doesn't like the host 
architecture's compiler flags. The root cause is not passing the --host 
flag. I'm attaching a patch to add it. Please consider applying it.
