   * debian/rules: remove unneeded override_dh_installchangelogs.
   * debian/watch: use uscan macros.
   * Declare compliance with Debian Policy 4.7.2.
   * Remove «Rules-Requires-Root: no», which is the current default.
   * Remove «Priority: optional», which is the current default.
