Dear Maintainer,

orthanc currently fails to build from source at cmake configure
step.  The relevant part of the build log looks like:

	CMake Error at /build/reproducible-path/orthanc-1.12.10+dfsg/OrthancFramework/Resources/CMake/LibIcuConfiguration.cmake:86 (message):
	  Please install the libicu-dev package
	Call Stack (most recent call first):

As hinted, I have verified that adding libicu-dev as build
dependency resolves the issue.  For information, I consider the
option to proceed to a team upload in order to avoid stalling
the dcmtk transition.
