[Debian-med-packaging] conflict between ncbi-acc-download and netatalk-tools

Hi Debian Med team!

A packaged file name conflict has emerged between your ncbi-acc-download package and netatalk-tools -- namely over the 'nad' binary and 'nad.1' man page.

Yours is established in Debian since 2020 and mine is the usurper so I can understand if you don't look favorable to changing anything on your end, but I wanted to at least broach the idea with you.

As a quick background, netatalk's 'nad' was previously known as 'ad' and established since circa 2010. It is a tool that allows you to do safe file operations on an AFP shared volume file system.

However there's an editor written in Rust called 'ad' that is gaining popularity, so upstream decided to rename 'ad' to 'nad' in recent months.

It was only through Debian packaging that it was revealed that 'nad' is also a shorthand for 'ncbi-acc-download'.

The arguments for changing the ncbi-acc-download packaging:

- it's just a shorthand and not the main application name
- the nad shorthand is not documented by upstream, which uses ncbi-acc-download in all examples
