I'd like to ask: why demoted to Suggests instead of deleted? What's the
purpose?

For Debian Policy: yes, Suggests can refer to packages that are not in
Debian. Does this package exist elsewhere outside Debian that is useful
to have it in Suggests? Or some other reason? I'm curious.

I just installed gtklp. I didn't know of it, and I don't know of any
alternative, sadly :-( I had a quick search an no luck.
