I'm filing this issue as serious because it is blocking migration of
glib2.0 to Testing. The autopkgtest triggered by glib2.0 is failing to
install libglib2.0-0t64-dbgsym.

1. llvm-toolchain doesn't use the -dbgsym packages in its autopkgtest
because of https://bugs.debian.org/917528
2. dwarves does use dbgsym packages in one autopkgtest, but sets
Restrictions: skip-not-installable as a workaround

skip-not-installable is deprecated and emits a Lintian warning. I
think it could be ok to add a Lintian override for this case.
