[Debian-med-packaging] Bug#1127756: Bug#1127756: libdcmtk19 must be renamed to libdcmtk20

Acknowledged, I intend to rollback to 3.7.0+really3.6.9-1 in
unstable tonight and will coordinate a transition with the
Release Team.
