It's not a conflict, it's just a missing build-dependency in the
Debian package (so you as author do not have to worry about that).
[ Debian packages are built in a clean environment, made of so-called
"build-essential packages" which do not have to be declared, plus
packages declared in the Build-Depends field in debian/control ].
The error message tell us that we need both python3.13-venv and
python3.14-venv, but there is a dependency package which depends on
both, called "python3-all-venv", so that's the best package to be
added to Build-Depends.
