[Debian-med-packaging] Bug#1119520: parsinsert: please build using the default build flags

Hi Emanuele,

I stumbled again on this bug and was not very satified with my
own answer from November:

> parsinsert is an old package that does not benefit much from any

> particular package as-is.  I'm still happy to fix other targets.

Therefore, I investigated the current state of affairs with
hardening build flags and it turned out I could activate them at
least on release architectures without causing processing
regressions that were experienced in the past.  Hopefully
experimental architectures will build as well.  I intend to fix
that bug finally.
