[Debian-med-packaging] biosig v3.9.7 released

Biosig 3.9.7 is released and available.


Major changes are are:
- ABF 1.x format (fixed scaling issue, possible seg-fault addressed.
- checks for non-UTF8 string encodings in header added
- CFS add heurististic to convert ISO-8859-15 channel labels to UTF8
- reproducible build improved
- TOML export of header information added
- Python: jsonheader(), tomlheader() can be used to decode non-UTF8 strings
      in header information (e.g. channel label, transducer, physical 
units, etc.)
- several bug fixes, and minor improvements.
