[Debian-med-packaging] New URL of OSCAR repo

Hi!

I noticed that apparently there is a _new_ repo holding OSCAR: [1]. I
did not make a thorough research about it so, please, let me know if
that is not the case. If that is indeed the case, I have setup a patch
for it to be applied on [2], let me know if including it as an
attachment is good enough or if I should do the whole thing of sending
it with git-send-mail instead. I tried registering in salsa.debian.org
but it requires creating a new _for real_ account there which I would
rather avoid hence this email.
