   * New upstream version.
   * Expand the offline build and autopkgtest coverage for new functionality.
   * Require the command-line package and Python library versions to match.
   * Add python3-pysam as a suggested dependency and test dependency for the
     optional RNA read phasing support.
   * Update the binary package sections and descriptions for the current
     library and command-line interfaces.
   * Regenerate the manual pages for version 9.3.4 and fix spelling errors.
   * Install the upstream examples.
   * Update to debhelper-compat 14.
