[Debian-med-packaging] Bug#1149628: murasaki: unsatisfiable dependencies on 32-bit & s390x architectures

murasaki is unable to migrate to Testing because it has unsatisfiable
dependencies on 32-bit architectures and s390x.

One way to handle this is to make the package unbuildable on those
architectures and then request arch-specific removals of murasaki.
