 python3-datacache - helpers for transparently downloading datasets

 python-datacache (1.16.1-1) unstable; urgency=medium
 .
   * New upstream version.
   * Refresh the platformdirs patch for the pyproject-based build and drop
     patches superseded by upstream's offline tests, pytest and unittest.mock.
   * Build with pybuild-plugin-pyproject and declare the new filelock and tqdm
     dependencies. Suggest lxml for HTML table downloads.
   * Add pytest and the expanded test suite's dependencies, dropping the unused
     Biopython build dependency. Include documentation and fixtures in build
     tests and autopkgtests, and exempt local HTTP servers from proxy settings.
   * Update upstream contact and copyright years.
   * Bump Standards-Version to 4.7.4 after reviewing the Policy changes; no
     functional changes needed. Drop the redundant Priority: optional field.
   * d/.gitignore: Added
