[Debian-med-packaging] Bug#1150715: phyutility FTCBFS: fails running the host's java compiler

phyutility fails to cross build from source, because it fails running
the Java compiler which has been requested for the host architecture by
Build-Depends and generally is not runnable. In all but unusual
situations, a native Java development kit works and this is also the
case here. Please consider applying the attached patch.
