[Debian-med-packaging] Bug#1148809: dicomscope FTCBFS: fails running java

dicomscope fails to cross build from source, because it fails running
the host architecture java binary. When building Java native interfaces,
the native development kit suffices most of the time. That's also the
case here. I'm attaching a patch to update the relevant dependency for
your convenience.
