python-multipart 0.0.32-1 made this change:

     - drop the transitional Provides on python3-multipart, it is now a real,
       API-incompatible package from src:multipart; Closes: #1143451

On https://tracker.debian.org/pkg/python-multipart I see:

- migrating python3-python-multipart/0.0.32-1/amd64 to testing makes Build-Depends of src:python-curies uninstallable

I believe you just need to replace "python3-multipart (<< 0.1) | 
python3-python-multipart <!nocheck>" with "python3-python-multipart 
<!nocheck>" (compare https://bugs.debian.org/1088646).
