[Debian-mobcom-maintainers] Bug#1095643: osmocom-dahdi-linux: -dkms only builds for the running kernel, -source unusable

CI passes except for a Lintian error:
E: osmocom-dahdi-linux source: debian-watch-file-pubkey-file-is-missing [debian/watch]

The autopkgtests pass on amd64, i386, armhf, arm64, ppc64el (after
setting BUILD_EXCLUSIVE_CONFIG="CONFIG_PPP CONFIG_HDLC" because these
are not enabled in all kernels).
Should autopkgtest failures occur on other architectures (not covered
by my qemu setup) I'll send followup patches.
