[Debian-on-mobile-maintainers] Bug#989590: purple-lurch: add upstream README.md

Please include the upstream README.md in the package so that people can
read it without visiting GitHub. Since it includes a lot of install
information for Windows etc that Debian binary package users do not
need, it might be a good idea to strip that out of the shipped file.
