I think the 2 options are complementary approaches, both of which are 
being worked on:
* the goal of this metapackage is to offer a simple way for any Debian 
user to install a fully functional plasma-mobile along with relevant 
applications and services, like meta-phosh, meta-kde or meta-gnome3 for 
example
* Mobian[1] is a Debian Derivative/Blend aiming to becoming a Pure Blend 
in the (hopefully) near future; it currently relies on meta-phosh for 
providing Phosh-based images, and we expect to similarly offer 
Plasma-mobile-based images using meta-plasma-mobile
