There is libwlroots-0.18-dev, not libwlroots-dev in unofficial mirror.

For wlroots (0.18.1-1) source package, it provide libwlroots-0.18-dev 
binary package.

For wlroots (0.17.4-1) source package, it provide libwlroots-dev binary 
package.

Please check official ports link (provide deb packages 
libwlroots-dev_0.17.4 and libwlroots-0.18-dev_0.18.1): 
http://ftp.debian.org/debian/pool/main/w/wlroots/.

Please check unoffical ports link (only provide libwlroots-0.18-dev): 
http://ftp.ports.debian.org/debian-ports/pool-loong64/main/w/wlroots/
