[Debian-on-mobile-maintainers] Bug#1095223: rmtfs: please make needrestart default to not restarting rmtfs

On the OnePlus6 restarting this daemon causes the system to enter crash
dump mode. I don't know if this would be considered a bug by the people
who wrote it. To avoid pain for users please make needrestart default
to not restarting it with the following config:
/etc/needrestart/conf.d/rmtfs.conf:
