[Debian-on-mobile-maintainers] Bug#1117543: qcom-phone-utils: Enable GNSS when SIM is not detected

Currently GNSS will not be enabled if there is no SIM inserted on the 
Pixel 3a. I made some changes to qcom-modem-setup to make it work 
without SIM.
