[Debian-on-mobile-maintainers] Bug#1119094: chatty: Please don't build-depend on appstream-util (use appstream instead)

Hi!

The appstream-util tool is deprecated and we are trying to remove this
package from Debian. It can usually easily be replaced with the
"appstreamcli" utility from the "appstream" package. The latter is
maintained and supports the latest version of the AppStream
specification, unlike appstream-util.

For chatty, it seems like upstream has already switched to
appstreamcli, so the Debian packaging can likely just swap out the
build-dep from appstream-util to appstream with no consequences.
