Yes, that's possible. There isn't nearly enough information here for
us to do anything. To fix this issue, please start with a minimal
Debian install. You can then bisect to find which installed packages
interfere with the build.

Otherwise, we'll need to close this bug. chatty built successfully
today in the official Debian buildds:
