[Debian-pan-maintainers] Bug#1151464: tomoscan: FTBFS with dh-python 7.20261019

This does not look like a FTBFS due to dh-python. From the log, this is 
a file overwrite problem between two other packages.

One half of that file-overwrite error is python3-volio and that is fixed 
in #1151579

The other half is python3-tomobase but the offending file 
(/usr/lib/python3/dist-packages/build/lib/doc/conf.py) does not exist in 
the python3-tomobase package that is in sid, and it doesn't appear with 
a rebuild of the package in sid.

Is there a debusine build log that can help explain why that stray file 
has appeared?
