[Debian-rtc-admin] [Patch] Manage prosody on vogler with puppet

Hello DSA!

here are 4 patches to manage the prosody install on vogler using DSA'a
puppet

this puppet code won't change the configuration of prosody but only put it under
puppet's management (the service will be restarted tho).
further improvement to the service will be addressed in future PRs

1-e1660739c208.patch: it adds the prosody module
The module is forked from upstream to use Stretch's Puppet
After the Puppet master is upgraded to Buster, this fork can be dropped
and use the upstream module as is.

2-892d1566c431.patch: it adds the posix_acl module
This is used to manage the acl on prosody config files, allowing
everybody in the debvoip ldap group to read prosody's config.

3-9b57a99c9880.patch: fixes lint warnings on the rtc role

4-389aa69bc00a.patch: adds the puppet code to manage prosody,
I chosen to create a class called debian_org::prosody but it could be
named anything else DSA prefers.
the code was tested using puppet bolt (serverless puppet) on a prosody
instance of mine

DSA, let us know what do you guys think of this and if it gets merged,
please let us know. i'd like to ssh vogler before and after puppet
applies the change just to watch
