[Debian-rtc-admin] Upgrading Vogler to buster

Hello

I'd like to upgrade vogler to buster to take advantage of a newer
prosody version, when it is backported to buster, and for general
awesomeness in buster :)

What others think? I will care for prosody but nothing else as
i'm not familiar with them.
