[Debian-rtc-admin] vogler.d.o (XMPP) buster upgrade this afternoon; decommissioning of SIP

Hi,

We will be upgrading vogler, which hosts the Debian XMPP and SIP
services, to buster later this afternoon, beginning at 15:30UTC. The
upgrade will likely take around an hour, during which time there will
be a few (hopefully) short periods of service unavailability.

While preparing for the upgrade, we noticed that the SIP service
appears to be unused. Additionally, the software stack used by the
service - reSIProcate - is not present in buster or later releases. As
a consequence, SIP will be disabled as part of the upgrade. If you have
any interest in resurrecting the service, please contact DSA soon.
Otherwise, it will be fully decommissioned at a later date.
