[Debian-salsa-ci] dns-root-data autopkgtest failing only on Salsa CI

This autopkgtest works on the Debian CI:

https://ci.debian.net/packages/d/dns-root-data/testing/amd64/)

but does not on Salsa:

https://salsa.debian.org/dns-team/dns-root-data/-/jobs/6142038

Does anybody understand why? Debugging shows that the daemon is active 
and the sleeps that I added must surely work around any CI 
infrastructure load issue.
I think that it is quite obvious that networking is not working, but 
why?
