[Debian-salsa-ci] Request for feedback for a plan about decoupling SalsaCI from GitLab CI

Hi!

I have recently sent a plan about decoupling Salsa CI from GitLab CI to
enable it to be ported to other platforms easily and to create a tool that
will enable installing and running SalsaCI locally.
